Sac County Board of Supervisors Meeting Minutes

The Sac County Board of Supervisors met in regular session with all members present, Ranell Drake, Chairman, presiding.  The minutes of the last meeting were approved as submitted.

 

It was moved by Fischer and seconded by Wissler to approve the agenda as presented. Ayes all, motion carried.

 

It was moved by Fischer and seconded by Wissler to table the discussion regarding Railsback taxes.  Ayes all, motion carried.

 

It was moved by Wissler and seconded by Fischer to approve claims as presented in the amount of $126,831.92.  Ayes all, motion carried.

 

Sac and Calhoun County Supervisors, acting as Trustees for Joint Drainage Districts, met to approve payment for JT DD 59-7 to approve payment for watchman services, and to approve an MOU between Calhoun County and Sac County to establish procedures in regard to Joint Drainage Districts. Present were Supervisors Drake, Fischer, and Wissler from Sac County, Supervisors George, Ridgely, and Jacobs from Calhoun County, Calhoun County Drainage Clerk, Savana Dettmann, Calhoun County Financial Assistant, Jena Patzner, and Sac County Deputy Auditor, Renee Roland.

 

It was moved by Jacobs and seconded by Drake to appoint Dave George as Chairman and Savana Dettmann as Secretary. Ayes all, motion carried.

 

It was moved by Wissler and seconded by Ridgely to approve the claim to Buena Vista County Auditor in the amount of $17,220 for JT DD 59-7 for Drainage Engineering Services.  Ayes all, motion carried.

 

It was moved by Wissler and seconded by Ridgely to approve the claim to Buena Vista County Auditor in the amount of $240 for JT DD 195-51 for Drainage Engineering Services.  Ayes all, motion carried.

 

It was moved by Jacobs and seconded by Fischer to approve the Memorandum of Understanding (MOU) between Calhoun County and Sac County joint drainage districts and all of their facilities.  Ayes all, motion carried. 

There being no further business, the meeting was adjourned with a motion by Drake and seconded by Ridgely. Ayes all, motion carried.

 

It was moved by Fischer to adopt Resolution #2025-1112, Resolution Adopting the Memorandum of Understanding Between Calhoun County and Sac County Regarding Joint Drainage Districts. Roll Call vote: Drake – aye, Fischer – aye, Wissler – aye.  Ayes all, motion carried.  The full MOU Agreement is available upon request in the Sac County Auditor’s office.

No winners were declared in any school races or the City of Lytton, pending the results of the second-tier canvass, which will be held on Tuesday, November 18, 2025.

 

Sheriff Stange addressed the Board regarding K9 Remo and the veterinarian’s suggestion that he be retired from duty.  It was moved by Fischer and seconded by Wissler to transfer ownership of K9 Remo to his handler, Deputy Cruz.  Ayes all, motion carried.  

 

Sheriff Stange appeared before the Board requesting another attempt at passing a jail bond.  She cited feedback received from the public and social media, most who agree that a new jail is needed and to look at a redesign of the current plan. She reviewed jail reports and cited recent examples of area counties that have passed bond measures for construction of a new jail, including Greene and Pocahontas Counties. All parties agree that safety concerns and liability must be the biggest priority moving forward. Sheriff Stange cited that calls for service have increased to the third-highest volume in the last 16 years, many are domestic violence calls and require more than one deputy, along with a 40% increase in transport calls, showing the need for keeping Deputies on calls in Sac County, rather than spending their time transporting inmates to another facility. County Attorney Ben Smith offered support of moving forward with a redesign of the project and cited that the county could look at provisions in the Iowa Code that would require a majority vote to pass rather than a supermajority. Board members showed support for moving forward with another attempt at passing a bond for the construction of a new jail with a redesigned plan, but made known their concerns about liability issues, moving high-conflict inmates to another facility in the interim, and what would be required to decommission our current jail.

 

It was moved by Wissler and seconded by Fischer to go into closed session at 11:26 am, with the County Engineer and County Attorney, pursuant to Iowa Code Sec 21.5(1)(j), Potential Purchase or Sale of Real Estate. Ayes all, motion carried. 

It was moved by Wissler and seconded by Fischer to come out of closed session at 11:42 am.  Ayes all, motion carried.  There was no action taken.

With there being no further business, on motion, the meeting adjourned.
