Manning Secures $1.75 Million Grant to Power Neighborhood Revitalization

The City of Manning is celebrating a major win for its future: a $1.75 million grant from
the Iowa Economic Development Authority’s (IEDA) Community Development Block
Grant (CDBG) Comprehensive Neighborhood Revitalization Program. For this rural
community of just under 1,500 residents, it’s not just funding—it’s a transformational
investment in quality of life.
This milestone builds on momentum from last year’s $500,000 playground upgrade,
made possible through city funds and generous local donations. Together, these
projects are shaping Manning’s next chapter as a vibrant, welcoming place to live, work,
and play.
The new funding will focus on the City Park neighborhood, fueling improvements across
housing, sports facilities (baseball/softball, tennis, basketball, and pickleball), new
rubber surfacing for play areas, an upgraded bathroom and shelter space, trail
connections, and more.
“This opportunity is unlike anything we’ve seen,” said City Administrator Dawn Meyer.
“The combination of public investment and private support is extraordinary, and we
couldn’t be more excited to watch this project come to life.”
The CDBG program—backed by HUD and managed in Iowa by IEDA—helps
communities strengthen neighborhoods through housing upgrades, better public
spaces, and expanded opportunities for low- to moderate-income residents. Manning’s
journey began with a $25,000 planning grant to design a comprehensive strategy, which
ultimately positioned the city for this highly competitive implementation award.
The total investment in Manning’s revitalization will exceed $2.75 million. With $1.75
million from the state, $300,000 from the City, and generous community contributions,
fundraising for the project is nearly complete.
Beyond bricks and mortar, the initiative promises wide-ranging impacts: higher property
values, improved aesthetics, stronger infrastructure, and a boost to Manning’s appeal
for families, businesses, and visitors alike.
“This grant is a true game-changer for Manning and the entire region,” said Lauren
Vanderhorst, committee member. “Thanks to the vision and persistence of local
leadership, volunteers, and donors, these upgrades will not only enrich daily life but also
strengthen our economy for years to come.”
Construction is set to begin in 2026, with projects rolling out in phases over the next four
