(DES MOINES) The Iowa House of Representatives has approved legislation aimed at limiting the governor’s authority during declared emergencies.
House File 2694, which passed the House this week, would place several restrictions on executive powers exercised by the governor during emergency situations. Supporters of the measure say it is intended to clarify and protect certain rights while still allowing the state to respond to emergencies.
According to lawmakers backing the bill, the legislation would prohibit a governor from ordering the closure of places of worship, making changes to election procedures without approval from the Legislature, regulating conduct inside private residences, or requiring vaccinations during an emergency.
The proposal comes after ongoing discussions among lawmakers about the scope of executive authority following the COVID-19 pandemic and the use of emergency powers in various states.
Representative Steve Holt said the bill is designed to strike a balance between allowing the government to respond to emergencies while protecting individual freedoms.
House File 2694 now moves to the Iowa Senate for further consideration.
