Denison City Council to Address Grants, Policies, Airport Projects at Tuesday Meeting

DENISON, Iowa — The Denison City Council will meet Tuesday, January 6, at 5 p.m. in the Council Chambers at City Hall, with a full agenda that includes grant awards, policy updates, airport construction reimbursements, and several agreements impacting city operations.

The meeting will open with approval of the consent agenda, which includes minutes from the December 16 meeting, payment of bills, and approval of liquor licenses for La Estrella, Hy-Vee Wine and Spirits, Wise Monkey Quilting, Book’em Dano’s, and Primetimes. Council members will also consider the promotion of Jesse Huisinga to Maintenance Worker III at an hourly wage of $28.97, effective January 14.

A major portion of the meeting will focus on the city’s 2025 Community Development Block Grant (CDBG) OT Award. Council members are expected to take action on multiple required policies and certifications tied to the grant, including procurement policies, anti-displacement and relocation assistance plans, equal opportunity and fair housing policies, and compliance standards related to federal funding.

The council will also consider an addendum to the Law Enforcement Center Joint Operation Agreement, along with approval of updated city procurement and mileage reimbursement policies.

Several items on the agenda relate to ongoing construction projects at Denison Municipal Airport. The council is expected to approve multiple Federal Aviation Administration outlay reports and requests for reimbursement, as well as federal financial reports tied to two airport improvement projects.

Other business includes approval of a fireworks display agreement with J&M Displays, Inc. in the amount of $22,200, an amendment to a Tyler Technologies software quote, a work-based learning agreement with Denison Job Corps, and a $4,799.95 purchase of hydrant adapters from Denison Municipal Utilities.

Council members will also consider participation in the 2026 IRA Iowa Tree Planting Grant Program through an agreement with the Iowa Department of Natural Resources.

The meeting will include discussion items on 2026 bond planning and upcoming budget workshop dates, as well as consideration of an ordinance amending zoning and property district regulations related to commercial use types.

The meeting will conclude with reports from the mayor and city manager. Members of the public may attend in person or participate via Zoom, and a citizen input period is scheduled early in the agenda.
