Manning Rallies for $1.75 Million Grant to Transform Neighborhoods

The City of Manning is vying for a substantial $1.75 million grant from the Iowa Economic Development Authority (IEDA) to bring its Comprehensive Neighborhood Revitalization Plan to life. Manning was among only three communities in Iowa selected to apply for this grant after submitting the revitalization plan to the IEDA in November.
City Administrator Dawn Meyer explains that the grant application includes projects totaling over $2.5 million. Initially, the project estimates exceeded $3 million, but Jean Stadtlander, a member of the steering committee, says they managed to reduce costs. This was possible thanks to the contributions of local businesses, individuals, and city crews who have committed to providing some of the materials and labor needed for the listed projects.
Despite the cost-cutting efforts, Meyer says the city still needs to secure around $270,000 in matching funds to strengthen its chances of receiving the grant. Without the grant funding, the complete project cannot be realized. However, Stadtlander emphasized that some park updates—considered essential to the community—will be completed regardless.
Both Meyer and Stadtlander are impressed by the overwhelming support from the Manning community for what they describe as a once-in-a-lifetime opportunity.
